To prevent spam emails from swamping their networks, ISPs frequently impose speed limits on internet traffic. ISPs may employ a number of strategies, such as IP address blacklisting, sender reputation monitoring, and email content filtering, to recognize and block spam emails.

Throttling is particularly harmful to time-sensitive promotions or important transaction emails.
